Spain’s new short-term rental rules for 2025.

In 2025, Spain is implementing significant reforms to its short-term rental regulations to improve market oversight, protect the long-term housing supply, and ensure greater legal compliance for landlords. All properties used for tourist and seasonal rentals must be registered in the new National Registry, which assigns a unique identification number that must be included in all rental listings. Platforms like Airbnb and Booking.com will enforce this requirement starting July 1, 2025, and failure to comply may lead to delisting and fines. Additionally, homeowners’ associations now have the authority to restrict or ban short-term rentals within their buildings if a three-fifths majority of owners approve such measures. This gives communities increased control over rental activity to safeguard residential peace.
Local governments in cities such as Málaga, Barcelona, and Seville have introduced further restrictions, including moratoriums on new licenses, plans to reduce tourist apartments, and penalties such as utility shutoffs for illegal rentals. Starting December 2024, landlords must also collect and securely report detailed guest information to Spanish authorities to improve tax compliance and security oversight.
